HICA Shortfall Remains
as Budget Supplemental Moves to Conference Committee
Last week, the state Senate rejected the House version
of Senate Bill 608, a supplemental appropriations bill for
fiscal year 2014, and sent it to a conference committee.
The Senate version of the bill uses the general fund surplus
to fill a revenue shortfall of $114 million in the Health
Insurance Claims Assessment (HICA); the House version does
not. Not addressing the issue this year could mean a loss
of $350 million.
